BRICS+ Association of Cities and Municipalities
The BRICS+ Association of Cities and Municipalities is a voluntary coalition of municipalities, national associations of local authorities, cities, and other entities from BRICS+ countries. It aims to enhance local self-government, coordinate member efforts in municipal management, and advocate for local governments' interests on the international stage. The BRICS+ Association of Cities and Municipalities fosters decentralized cooperation, knowledge sharing, and partnership development among local governments, promoting sustainable development and good governance. The Association was launched in 2024 in Kazan, Russia, and its General Assembly will be chaired in 2025 by the Brazilian Association of Municipalities in Maricá/RJ, Brazil.
Priorities
Launched in 2024, the BRICS+ Association of Cities and Municipalities is in the process of strengthening its institutional structure. Its General Assembly will focus its debates on the Charter and the work plan for 2025-2026, strengthening its organizational structure and thus ensuring a broader participation of local governments in the BRICS Agenda. Furthermore, local governments attending the General Assembly will work on a joint position towards COP30, to be held in Brazil, in November, requesting greater subnational engagement in the climate and sustainable development agenda as a way to increase national and international ambition, as well as international funding for subnational actors.
Planned Deliverables
(i) Letter/Position Paper from the BRICS+ Association of Cities and Municipalities towards COP 30.
(ii) Work plan (2025-2026) for the Association.
(iii) General Assembly hosted in Maricá, Rio de Janeiro, by the Brazilian Association of Municipalities.
Participants
Local Governments (Mayors, Deputy Mayors, other local elected officials, city staff) and Representatives from Urban Ministries from National Governments of BRICS+ Countries. Representatives from International and National Organizations from BRICS+ Countries working with local governments.
