The date and venue for the BRICS Summit in 2025 have been confirmed. It will take place in Rio de Janeiro on July 6 and 7. Authorized by President Luiz Inácio Lula da Silva, the announcement was made this Saturday, February 15, by Minister Mauro Vieira (Foreign Affairs) alongside the city Mayor, Eduardo Paes.

“It is a great pleasure to once again strengthen collaboration and partnership between the Federal Government and Rio de Janeiro. We will host Heads of State from the 20 countries that are part of the BRICS in the two categories, of full members and partners,” Vieira stated. “We will make very important decisions for development and cooperation and for improving the lives of all the inhabitants of these countries,” he added.

According to Mayor Eduardo Paes, the official announcement of the city as host strengthens Rio de Janeiro’s international profile. “Rio will once again be the capital of the world. It was for the G20 last year, and now for the BRICS,” he stated.

PRESIDENCY — On January 1st, Brasil assumed the BRICS Presidency until December 31st. According to the General Coordinator of Brasil’s BRICS Presidency, Minister Paula Barboza, from the Ministry of Foreign Affairs (Relações Exteriores), the two pillars for the country’s leadership throughout 2025 are the global governance reform and cooperation among Global South countries.

CATEGORIES - There are two categories for participation at the BRICS: member countries and partner countries. The 11 members – Brasil, China, Egypt, Ethiopia, Indonesia, Iran, Russia, Saudi Arabia, South Africa, and the United Arab Emirates – participate in all meetings. The decision process at this level is based on consensus.

To be admitted as a member, interested countries must fulfill the following criteria: maintenance of the blocs geographic balance; uphold good diplomatic relations with all full members of the group; be a member of the United Nations; refrain from adopting sanctions without authorization from the United Nations Security Council; support multilateralism; and commit to global governance reform.

The partner country modality was created in 2024 at the Kazan Summit, in Rússia. Partner countries are invited to participate at the BRICS Chancellors and Leaders Summit and may also be present in other meetings if there is consensus among the members. Current partner countries are Belarus, Bolivia, Cuba, Kazakhstan, Malaysia, Nigeria, Thailand, Uganda, and Uzbekistan. Throughout 2024, over 30 countries expressed interest in participating in the BRICS, both as members and as partners.
